Test the slab first
This is a $50 test that decides whether a $6,000 floor works.
The plastic sheet test: tape a two foot square of clear plastic tightly to the slab and leave it 48 to 72 hours. Condensation under it, or a darkened patch of concrete, means moisture is coming through. It is free and it is enough to make the decision.
A calcium chloride or relative humidity test, $50 to $300, gives a number, which is what flooring manufacturers specify against and what a warranty depends on.
If the slab gives off moisture, the choices narrow to fully waterproof materials, or to a proper vapour barrier and a subfloor system beneath whatever goes on top.
Laying engineered wood or laminate on a damp slab produces cupping and swelling within a season, and it is one of the most common expensive mistakes in a basement.
What actually suits a basement
Luxury vinyl plank is the pragmatic answer for most basements. Fully waterproof, warm underfoot compared with tile, forgiving of a slab that is not perfectly flat, and convincing at the better end of the range. A flood does not destroy it.
Tile is the most durable and the most tolerant of water, and it is cold and hard. With an electric mat underneath it is excellent, and that is $10 to $20 a square foot more.
Sealed or polished concrete is the cheapest and it is genuinely a finish rather than a compromise. Stained concrete looks deliberate. It is cold and unforgiving underfoot.
Carpet tiles are the underrated option: warm, cheap, and if part of the floor gets wet you replace those tiles rather than the room.
Engineered wood works over a proper barrier and a subfloor system on a dry slab. It is the material most often ruined by the first water event.
Laminate is the one to avoid. Its core swells irreversibly and it does not recover.
Broadloom carpet is comfortable and it is the first casualty of any water. In a basement that has ever been damp, it is a decision to make with open eyes.
Subfloor systems
Interlocking panels with a dimpled plastic underside sit on the slab and create an air gap. They cost $2 to $6 a square foot and they do three things: raise the finished floor off the concrete, allow any moisture to move and dry, and make the floor noticeably warmer.
On a basement being finished as living space, particularly with wood or carpet on top, they are worth the money. On a utility basement with vinyl plank, they are optional.

Do I need a vapour barrier?
Under anything that is not itself waterproof, yes, and under most floating floors even where the manufacturer includes an attached pad. On a slab that tested damp, a barrier plus a subfloor system rather than a barrier alone.
Can I put carpet directly on concrete?
Physically yes, and it is a bad idea on a slab with any moisture: the pad holds it against the concrete and it never dries. Carpet tiles or carpet over a subfloor panel system are much better.
What if my basement has flooded before?
Then choose on the assumption it will again: vinyl plank, tile, sealed concrete or carpet tiles. Nothing that needs replacing wholesale after two inches of water.
Is heated flooring worth it?
In a basement more than anywhere, because the slab is the coldest surface in the house. An electric mat under tile is $10 to $20 a square foot and it changes how the space is used.
How level does the slab need to be?
Tile is the fussiest, then click-together planks. Most manufacturers specify a flatness tolerance; self-levelling compound at $2 to $6 a square foot is the fix and it is a real cost worth establishing before choosing tile.
